Unless it’s for safety - dress codes are restrictions of personal freedom and shouldn’t be allowed IMO. “Approriate” dress is dictated by rich, conservative people and it needs to stop. Beyond racism, they’re also classist.

I live across the street from an assisted living facility and these things litter the sidewalks around us. Because of the scooters, the people who are mobility chairs and the handicapped can’t get to the store that is only one block away. Nope, but 100% Hertz will pass the cost of that ticket onto the renter. The scooter companies cannot stand an additional $20 on top of their own fees getting pushed to customers. 

why don’t cities mandate the scooter companies install designated “scooter drop-off sites”, essentially like bike racks? make them install two racks for every scooter they put on the street - hell, these could even be loaded with some sort of sensor that communicates with an app to help people find the nearest scooter.
