I did not watch the video, but my coworker who is a reserve officer and took police training. When a cop has determined that firing a gun is necessary for the situation, they are to fire 7 shots in 3 seconds at the person. That is why every police shooting has more shots than probably necessary.
You know how governments count population for the purposes of leglistative representation, taxation, allocation of federal funds, etc? The more people you have, the more seats in each branch of government you get, the greater a portion of federal tax money you can access, and so on?
