Offroad trims take a penalty from other configurations on the vehicle. We also have different (higher) standards, drive more miles and have overall higher speed limits. NTSB has no regulatory authority by design, AFAIK. That means they also cannot be usefully lobbied as they can neither impose nor withhold regulations and they should be as unbiased in their analysis as possible. However, no one is completely unbiased - but at least this makes them less likely to be bought. Their

NHTSA is the agency that regulates safety features, not sure their level of involvement at this point, or their exact relationship to NTSB.

It’s generally good advice. But take it with context. If you refuse to talk to the cop when you get pulled over for a routine speeding traffic violation, the ticket is going to be worse. If you are a jerk when you meet a cop on the street, well, you’re just being a jerk, probably no consequences.
