It just watches the traffic on the system it is installed on. I would call it Little Snitch (a great Mac App) for windows, sort of. It is not nearly as full function right now. Since I got my iPhone 6 I don't pick up my Mini 2nd gen much anymore. I prefer to read on my Kindle and the phone is always with me and big enough to use more.
