It's a stretch, but perhaps Apple wants to make the video calls feature avilable via 3G sometime in 2011. (perhaps as a contingency to maintain exclusivity) If they get people to upgrade and ditch their "unlimited" plans then they can allow that but keep usage somewhat in check with the data caps.
