Seriously, I’d bet that the agent had some hand in him checking into rehab first time around. And probably has encouraged him to do so again. Why let yourself be pulled down by someone who won’t admit that they’re their own worst enemy?

The prosecutor probably realized they didn’t have evidence to get a criminal conviction, but wanted the victim to get some retribution through the civil courts. So they say they won’t prosecute for criminal charges in exchange for him testifying under oath in a civil case.
I think you need a lot of nickles to begin with for this kind of thing to happen to you.
