Well, to be honest I think you got caught in something of a trap with discussing engine sizes.
That’s pretty much exactly how reaction wheels work. RWs are not unusual for attitude control in spacecraft, especially for very precise control and minute adjustments.
Unfortunately, weight and mass aren’t the same thing. Creating weightless conditions - “zeroing gravity” in common parlance - doesn’t mean eliminating mass. This in turn means you still need sufficient thrust to move it, and sufficient directional thrust to maneuver it, counter inertia etc.
