IMO that’s way too much for a ‘92.  ‘94 is the perfect year for an NA - 1.8L, torsen diff (vs clutch which will be shot to hell by now), no OBDII so mods are a breeze.  I’ve bought 2 of them for a total of $2300 combined.  6k should get you into a pre-vvt NB.

I imagine a lot of it has to do with engine dimensions as well, not just displacement..  To rev that high it will likely have a much higher bore:stroke ratio than most V8s with peak torque coming much higher in the range.  They may also alter bore angle for a more favorable application of that torque.
