As someone who works in a public library, this would be an ideal solution to get people to follow the rules about not using their cell phones in the building. Alas, the FCC doesn't take too kindly to entities messing with the public airwaves.

One would hope that common sense would prevail on the part of a district attorney who has the leeway to press charges or not.
