This seems to grind against all other experiences I've read by various independent sources at Gamescom and PAX who say it works exactly how the original Kinect should have worked.

They haven't implied it won't work without it. If anything they've catagorically said it will work without it! The only thing they've implied is that the whole system is designed to be best used with Kinect included and turned on.
You are basing what is essential or not on your own specific requirements. Kinect is not the only part of the system that a set of people would not need.
