Whoever said Blunt was "HRT"? Every one of the 52 FBI Field Offices has its own SWAT team and it's safe to say she was simply part of the local Field Office SWAT team and not HRT. HRT wouldn't have been used for a run-of-the-mill arrest raid working alongside Phoenix PD SWAT either.
