I work in a field long dominated by WOs, LDOs, and prior enlisteds. I can't say I see consistency about which is always better. Sometimes there's a difference between who can manage, lead, and command.

Civs don't routinely fly on mil aircraft except in HADR probably. I can't remember if it's Corps wide or happened to be MEF policy when I had to go. Very similar to this mishap about 15 years ago when the pilot came in too hot. Even though boats were very close several Marines drowned. As a result policy now requires all pax who fly over water must be qualified with HABD use. The few seconds of air can make all the difference.
