It was a purposeful use of frame rates by the animators. They have Peter and Miles on different frame rates to visually show how out of sync they are with each other, and likely themselves. As Miles learns and improves his frame rate goes up to 24 fps.

I enjoyed the movie. My 5-year old daughter and I started it, she got sad in the middle and stopped watching, and I finished it after she went to sleep.
