They should just retrofit the A10s. Upgrade the onboard systems, give them a more powerful/more efficient engine, expanded weapon capacity, etc. I doubt that it would be that costly, compared to developing an aircraft suited to the same roll as the A10.

I am kind of surprised that no one has designed a multistrike cruise missile; a weapon that has both a warhead and a small bomb payload so it can hit 2 to 10 targets with bombs and then strikes its final target with its main warhead.
