As somebody who lives about a mile from the BVB stadium I would support this money going to police patrols cracking down on out-of-town fans illegally parking in street spots on game days that residents have to pay the city for.

This may also make more sense for Americans if you realize that the vast majority of speeding tickets in Germany are from fixed speed cameras and then mailed to you. So there's no "may I see your license and registration?" at the car window for these tickets.
