I think it depends on the severity of what they’ve walked into. If they walk in and see a woman with obvious cuts or bruising, the man is going to jail immediately (I hope). If they can’t immediately see that someone has been attacked, their usual practice is to try and calm everyone down, and tell the person claiming

I work as a prosecutor in North Carolina. With misdemeanor level domestic violence, our officers, more times than not, will not arrest on scene. North Carolina allows a private individual to go to a magistrate and swear out a warrant, and unless they see the actual assault happen, that’s usually what they elect to do.
