For me having the feature built in is more appealing than an app. Im hoping all the phones that upgrade to ICS have that feature built in as well. It will list your apps in order according to what is using the most data so it makes it real easy to find the offending apps.

The Galaxy Nexus has a feature built in where you can disable any background data as long as you set a main data limit. Ive shut it off for a lot of apps.
