In fact it would make a lot more commercial sense for Sony to open an exclusive digital storefront on PC and open its exclusive software to sale on other platforms and rather than continue making

You could legislate to block people from moving the money out, or if they do, make it an equivalent tax. As long as you can close all the loopholes too.
