We have TWC in San Diego with the $40 50/5mb plan. Actual speeds, however, are typically 58/5.5mb. Nearly anytime I measure the speed, it’s more than the advertised speed. We do seem to have 3-4 outages a year, but they are generally resolved fairly quickly. Overall we’ve been pleased with TWC internet in San Diego.
