Well, yes. One of the few elements of the amazing "World War Z" book to get into the film was using ships as refuges, including aircraft carriers and cargo ships.
We also hear many characters referring to "Evil Corp", even the TV news. That obviously is Elliot's perception. We saw Slater/MR interacting with many other characters. All were morphed via Elliot's mind from the reality.

Yep. Hardly anything in the film came from the book. Sad thing is that now the book is associated with the film, and people who would really like it will never read it because the film was so dumb.
Read "World War Z". (It's nothing like the film.) People, including the military, act in rational ways. A lot of people die, but the government and army keep it together and eventually work out effective tactics against zombies and finally take the country and world back.
