If you don't do this stuff regularly, (which is the case for most of us) your best would be a trial version of some professional software. I know it would be heavy, but it gives professional tools. Adobe Fireworks works great!

Dreamweaver does pretty great job at code suggesting and highlighting as far as web designing is concerned. Not to mention, it costs a lot as it belongs to Adobe Creative Suite family!
