I disagree with that wholeheartedly. The most interesting character of S2 is Murdock.

He was in a court room for all of 2, maybe 3 episodes. Not much time at all. And it was still decently compelling material, so there's really no issue here.
I disagree in regards to S1. I think it had the right amount of content for the story it told, and was told at a good pace.
I still don't understand why it damaged the "goodwill" so much. Sure, The Hand was shoehorned in. But so was Punisher. Both were decently well-implemented, imo, as they both affected Murdock's arc in major ways during the season.
S2 is fine as a whole. Though I don't understand this Punisher love. Sure, he's cool, and well-portrayed by Bernthal. But he's not a fascinating character. Not at all.

I don't get why everyone thinks The Punisher is so fascinating. Guy's family got killed, now he's out for revenge. Oh, also he was a war hero. That's…pretty much all there is to him.

…Really? If people hated The Hand, then I have no idea why they did not also hate Stick, no matter how funny his sardonic personality can be. His whole "schtick" is fighting The Hand. That's the only reason he's in the damn story. His character is literally just one big way to tie The Hand into the Netflix shows. …
The Hand was shoehorned in, sure. But so was Punisher. Yet all I see are people loving how Punisher was portrayed in S2, despite the fact that he's just as shoehorned in as The Hand.
Let's save the, "It makes no sense," statements for whenever they actually explain it. If they explain it, and the explanation is completely illogical, only then will the phrase, "It makes no sense," be applicable. Until then, the worst we can say is that they've been too vague about it.
