As others have noted, the speedo is probably electronic or cable driven electronic (sender somewhere in the mix) so first place to check would be the sender. Make sure the connections are good. You can usually find a way to test with a meter online.

I’d bet $10 the truck driver was doing the usual “eff it, they’ll move” tactic they take in... almost everything. I’m pretty convinced any time a truck is in a city it is pretty much constantly engaged in a slow motion crash that is, apparently, everyone else’s problem. I know they’re difficult to drive and maneuver…
