"Outlander" has screwed up rape before, has used it plenty of times, and had the threat of rape leveled against its characters several times in the span of a single episode, even. Dougal's attempted rape of Claire at Castle Leoch is a prime example. Maybe the reviewer forgot about that amidst the "Thrones" hysteria.
