I’d like to add  https://www.globalgreyebooks.com/index.html to the list. All public domain books but good quality and nicely formatted. And in addition to epubs and Kindle books, it also has PDFs.

There’s also www.globalgrey.co.uk. Over 2,000 free ebooks on there.
