Well, this is assuming S-400 or other Russian ADS in the area cannot down a Tomahawk. But they almost certainly cannot down a JSOW, so as long as a US aircraft can get within 70 miles (well inside S-400’s range, but you might not want to launch at a target that far out, unless you’re 100% sure) they’re touchable.
