They’ve been turning all of the characters into ‘friendly’ characters for a number of generations - as though they’re trying to promote friendship rather than ‘rivalry’. Gladion can’t be the rival - he’s part of Team Skull. Gary wasn’t part of Team Rocket, he was an annoying kid who happened to be Prof Oak’s grandson.
