In the stated case I’m not sure. I’m in a suburb of Houston, and the local public school district dress code has no mention of hair length for either gender, only restrictions on it being “clean and relatively distraction-free” which seems like a loophole a bus could drive through.

Pretty accurate. Almost every one of my Gen-X friends, including myself, had little to no parents at home as they were always both at work. There were very few options for daycare, and none they could afford.
