Actually, for me the actions of the Mum were what was most indefensible in that two-parter, and the only thing I didn't like about how the Doctor treated her was that he treated it more like a "mistake to be learned from" rather than completely inexcusable behaviour like it was.
BOTH of which, The One Man talking to someone who's there in spirit and it being a somewhat surreal situation, were of course the case with "Heaven Sent".
But you seem so set on hating this episode that you are probably unable to notice anything positive about it.
As so often, the clue lies in the EXACT words used to describe a phenomenon.
Actually, "In The Forest of the Night" tried to be a Parable, and (intentionally) forgoed [[don't know the spelling]] being a Doctor Who story for the sake of it.
Seeing as a Parable, ANY Parable, is more about the "Moral Lessons" presented in the story about the real world than it is about the plot of the story…
Since there is no reason to assume they wouldn't have parachutes OF THEIR OWN, it can be safely gathered that they survived the same way the Doctor and Osgood did (but maybe they just happened to land a little ways away — this happens often when multiple people parachute to the ground)
As it was basically a "The Doctor, President of the World" version of Air Force One, I don't think there were much, if any, other people on that plane to begin with.
