Usually dogs continuously bark because they are anxious or bored. The issue is with the owner. 

Happy, healthy, and well treated dogs don’t constantly bark.

Aside from how difficult this will be to enforce (let’s ban dancing next, Saddle River!), I am worried about the poor dogs who might be abused in some way in order to get them to stop barking. Some dogs bark when they’re anxious, and not all owners have the time/means to deal with this appropriately and humanely.…

This issue is NOT the dog’s fault, it is the owner’s fault and if it can’t be resolved neighbor to neighbor and calling the police doesn’t help, this is the result. People are inconsiderate assholes and most inconsiderate assholes have horrible animals that they don’t try to train and control. I happen to live next…
