Actually, you can obstruct something that “didn’t happen”. You can be proven innocent of the crime due to lack of evidence in the end, but try to cover it up or make it go away because you are afraid you might get caught.

Everyone who understood how the constitution worked knew that it was pretty likely that Muller was largely going to punt the obstruction of justice question to congress. The Justice Department indicting the sitting President for obstruction for executing a privilege of his office was always a pretty unlikely scenario.
