Because this is a show that’s meant to explore aspects of American society, that framing just doesn’t work, or rather it doesn’t work if you’re actually trying to think your way through the multitude of things Watchmen is attempting to comment on.
It was a question, see? I’m not thinking he’s supporting the 1%, but Joker is Batman’s nemesis, he’s supposed to mirror and be the opposite of him, so I wonder how Batman and Joker’s relationship would be defined in this universe.

The people that have ALL the mental illneses, at the same time, that fit a plot.
That’s why the best we can have is “realistic” superhero movies, because a real super hero would cause a LOT of issues just existing.
I mean, here we are, people loving and empathizing with a movie about the villain of the comic...
Then don’t call it Joker. In fact, it doesn’t need to be Joker.
Here’s the thing: for all the fascination people has to this film, if it’s really a “Joker” origin, then... what does Batman stands for in this universe? The 1%?

I wouldn’t have imagined making The Joker be the antithesis of Bruce Wayne instead of Batman would do the trick.
