The Master didn’t have a funcaioning Tardis when he was Harold Saxon. The Doctor had locked the Tardis so that it could only travel between two fixed points, present day earth and the end of the world.

Dennis had a plan to take two girls, Casey wasn’t meant to be there and I think he just didn’t know how to deal with the change in the situation. It was only when she tried to escape that he dealt with her.
