He pretended to die then took over as one of the guardsmen who came to the Dark World looking for survivors, there was a green shimmer that occurred each time Loki shifted . Then he went to Odin to announce his death... and probably shanked his old man.

You're describing one very specific iteration of Hourman — the James Robinson one. It's my favorite too. But the Golden and Silver Age versions didn't have any addiction problems. They were just secpond-string JSA players, with a goofy power that could either help you out in a pinch or create a moment of suspense…
You're thinking of the pre-crisis Hourman. His son, Rick Tyler, had "hourglass full of tachyons that gave Rick random visions one hour into the future".
Hourman? Hourman!?! Seriously!?!
"Hourman, a character who can see visions of terrible things that will happen one hour in the future" — That doesn't match any published DC character. Looks like this is an "In Name Only" project, more a knockoff of NEXT or EARLY EDITION.
Because I am an adult and a functional member of society with a steady source of income and I like to have nice things.
