It’s fake police car. Croatian police only used it until they got recognized as independent state. VW Golfs II were used a little more as i remember. Yugos and VW Golfs II were most popular police cars in Yugoslavia at that time but there were some other models also.
That is a fake police car with civilian licence plates (police have different). Yugo was used in Croatia during Yugoslavian time and after we split during first year.

You are right and that is very known fact. Yugo was never been so popular in Bosnia like it was in Serbia, because TAS (Tvornica Automobila Sarajevo/Car factory Sarajevo) produced VW cars for Yugoslavian market. So VW cars were more popular there.
Thing is that workers didn’t get their salary at that time, because really bad financial situation in Yugoslavia, so all Yugos (from 88-91 i think) have flaws.
