I think seasonal arcs are OK works for the New Who format- as long as you do it RDJ way and kept it loose. Moffat's approach - (eyes roll).
RDJ started because he made mistake by not treating the results of the "Time War" as if the universe had a concussion. And that even cultures that dealt closely with the Time Lords and Daleks have perceptions that aren't clear about them.
Which is stupid. The setting of the show is infinity- which makes it the easiest show to get your story straight. And while you understand some mistakes with Classic Who, New Who's propensity to constantly use a reset button is just sheer laziness.
