I'm not THAT knowledgeable, but I believe it has to do with how well the game is optimized or quality of textures and such. A linear game like Max Payne would need different textures and environments for each portion of the game to keep it fresh while Skyrim can reuse the same trees and rocks but arranged…
I'm not sure but for me on average AAA games take up between 7-15gb. Occasionally a ridiculous 30gb like max payne. According to steam skyrim takes up 6gb while dead space 2 10gb. So I would recommend the 1tb unless you like deleting games you finish.
I would suggest a higher capacity hdd to hold your games because 500gbs is most likely not enough especially with the incoming steam sales. That is the only recommendation I can make but you can probably just add in another hdd later you find you need more space.

The only educational game I remember playing is zoombinis, I thought it was the best. Not sure if I can even run it in win 7 though.
