This guy either works for Microsoft, or is religiously devoted to the idea that a newer OS is by definition better and is itself a reason to change. If your router has a USB slot, it should have software to support NAS functions and an external hard drive plugged into that should work as a network drive. Most decent routers nowadays should be able to do that.

If you know anyone in-person who could look at your hardware they could rule out things like outdated hardware or wifi signal issues. Really, slow speed can just be caused by dozens of different things, and my first guess would be Time Warner - and if it’s them nothing will help that.
