That seems to be the question of the day. No actor was credited for playing him. Angelo Badalamenti was credited for performing the piece but it was definitely not him in the scene.

I mean Doc and Eileen Hayward seemed like the perfect parents and yet their daughter has ended up with the same loser.

The piccolo trumpet solo on Penny Lane which was played by David Mason, a classical musician who Paul McCartney saw on TV one day. The original version which is on the Anthology had a more conventional horn solo which Paul wasn't happy with. Mason's performance is what really puts the song over the top.

Rod Argent of The Zombies and Argent had some pretty kickass keyboard and organ solos. Hold Your Head Up being a pretty good example.
