South Korea is not well armed. Company I work for supplies a lot of parts to the South Korean Army. They have a lot of 1970's technology. They still use TOW missiles.

I am pretty sure they select insurance plans from an exchange, and pay for it from their own money. Since they make a lot of money, they do not qualify for a subsidy.

The individual mandate was ineffective. The penalty, for a lot of people, was less than the cost of insurance.
