Terrorism is an attack against civilians or civilian infrastructure for political purposes. That could be one person acting alone, or one person inspired by others, or a group of people directing a coordinated attack. So yes, “lone wolf” attacks are terrorism, if they are intended to frighten, injure, or kill…

Mateen in Orlando wasn’t “linked to international terrorism”, except for the part where he carried out a mass murder in solidarity with an international terrorist organization, so how much are we supposed to care about the difference?
