I was basing my comment on info from the first four hits from Googling "illegal to record police", which included a 2010 Gizmodo article on this very topic, along with a couple other good sources.

This and Zeno seem to be able to treat two different kinds of breakouts. The only problem is, unless you are a dermotologist, I doubt most people would understand their descriptions of the various kinds of zits.
