Of the 22 people Obama has appointed to cabinet positions 2 are republicans, one is a former republican turned democrat, and three are independents. I think a moderate republican with experience in the field would be a perfectly acceptable choice for a cabinet position.

I think that's the entire point. Men and women have a bunch of hormones that could be thought to make them act against the interests of their position. So arguing either way is dumb, you just have to pick the best man or woman for the job, hormones be dammed. The article was satirizing that point.
