Yes - even at higher end brand dealers this is true. It’s also very hit or miss sometimes. I had a friend that worked at a luxury car dealership, and some months he could do really well, but others he’d just scrape by. He was much happier once he was able to move into a (salaried) management role.

Puerto Rico does have a representative to Congress - albeit a non-voting one (the same goes for Guam, the U.S. Virgin Islands, American Samoa, and Northern Marianas).
