A little over a year ago, the city where I live was one of 4 chose by Time Warner to get tiered internet rates. My 50-60 year old parents (I monitored their bandwidth) were going to be $100+/mo for Road Runner. Hey... old people watch netflix, visit youtube, play on facebook, and download songs on iTunes a lot more…
