You have some false narrative that penalties only exist because the acts they reference are common. This is categorically not true. I don’t know why you keep pushing that narrative when it’s been shown that it’s not true. Want some more examples:
There’s penalties for headbutting and hair-pulling, neither of which has been called in over a decade. Just cause a rule exists for it doesn’t mean it’s common.
If the stick is up under your arm, it’s already a hook. The act of clamping down on it doesn’t change that.
Dives in hockey are usually pretty easy to tell. If a player gets legitimately knocked down, they tend to spring right back up so they don’t get caught out of position or they immediately get up and go after the person who hit them in some mistaken form of machismo.
