I disagree. Legislation creates tax breaks which promotes green energy, which in turn influences the actions of consumers. Look at the laws that banned cars in Europe. Those came into action because of VOTING. Huge repercussions throughout the globe as a result, as more and more cities mimic this type of thinking.
