To be fair, ED-209 was never really designed to act as a police bot. The real goal was to sell it to the DoD as a war bot (hence the autocannons and rocket launcher) for fighting our enemies in the deserts, jungles, and eastern Europe. Using it for police work was mostly a demonstration platform.
