Teachers should certainly be paid more from the jump, it’s the best way to keep good teachers on board. I think once the position becomes a bit more competitive, then you can start weeding out the bad ones, as hopefully there will be more trying for the position.

Well we should still hold teachers to a higher standard, otherwise they will never be treated any better. If it just becomes acceptable that teachers can be idiots, then we’re all doomed.
