On Xbox One? Then yeah its pretty much inevitable that it'll be shut down at some point. If it's popular enough though it's going to last a long time. On the PC however? Games retain multiplayer support (even if it's no longer supported by the developer) as long as a community for it exists.

It should be a legal part of the TOS under "fair use" to allow for users to create private servers once the original servers go down. Better still, companies should re-implement more games to have user-supported servers like the original Counterstrike and Battlefield had.
